Test messages were sent out by phone, email and text to 10,550 recipients at noon Wednesday, Sept. 24. By 12:01 p.m., the message was distributed to 100 percent of email recipients. By 12:10 p.m., it successfully reached 96 percent of text message recipients and by 12:18 p.m., it reached 82 percent of phone recipients.
