Review updated eligibility criteria for Staff Council awards

Staff Council has updated the eligibility criteria for Staff Excellence Awards. Staff members no longer need to have two years of service at the university to be nominated.
The previous requirement that nominees have a minimum of two years of employment has been removed, which allows eligible staff members to be nominated regardless of length of service.
